As Admiral Hill says in his preface: Having now been on the retired list for two years, I am much more free to express opinions on the full range of policy and to put forward, in the book, views of my own on both material and strategic matters. Certainly, he has enough ideas to enliven any modern naval debate, and he doesn't pull this punches in examining British naval power. He discusses the important quality versus quantity argument, consider the importance of the NATO role, indicates the value of the well - trained and motivated men and women that serve in the maritime forces, and questions the direction of policy which shapes Britain's naval future. The events of the 1980s have had a profound influence on modern naval thinking; it is clear that Britain is a medium maritime power and that the right decisions have to made to ensure that will remain an influential on in the 1990s.
